About

The Sustainable Livestock Program of Pará was launched during COP 28, in Dubai (2023), marking the state of Pará as a pioneer in the individual traceability of cattle and buffaloes in Brazil.

The program seeks to ensure that livestock production in Pará is sustainable, allowing products from farms to meet the needs of the requirements of factories and markets, including international ones.

The program was established through Decree No. 3,533, of November 27, 2023, which instituted the "Program for the Integrity and Development of the Production Chain of Cattle Raising in Pará" and created the Official Individual Bovine Traceability System of Pará (SRBIPA). Decree No. 4,754, of June 24, 2025, conferred on the Agricultural Defense Agency of the State of Pará (ADEPARÁ) the strategic, financial, and operational management of the Sustainable Livestock Program of Pará.

The program is managed by a Management Council (COGES), composed of representatives of several state secretariats, such as the State Secretariat for the Environment and Sustainability (SEMAS), State Secretariat for Agricultural Development and Fisheries (SEDAP), State Secretariat for Family Agriculture of Pará (SEAF), Agricultural Defense Agency of the State of Pará (ADEPARÁ), Land Institute of Pará (ITERPA), as well as representatives of organized civil society, the private sector and the third sector (Imaflora and TNC).

The Management Council of the Sustainable Livestock Program of Pará is the program's governance body, with aimed at articulating and integrating efforts between the public sector and the private sector, seeking sustainable development for livestock in the state of Pará, with socio-environmental responsibility and transparency at all stages of the production chain. 

In addition, the Sustainable Livestock Program of Pará has an Advisory Board - composed of 19 institutions, including IDH – which has the function of presenting technical proposals to the Management Council, for evaluation and development of the Program, in addition to recommendations and environmental and legal manifestations.

Strategic axes:

·        Individual traceability of cattle: Implementation of the Official Individual Bovine Traceability System of Pará (SRBIPA), which aims to individually identify cattle and buffaloes throughout the state by 2026. The goal is to track 100% of cattle transit by December 2025 and achieve full herd traceability by 2026.

·        Environmental and land regularization: aims to validate 75% of the Rural Environmental Registrations (CAR) by the end of 2025 and 100% by 2026, in addition to promoting the recovery of 20% of degraded pasture areas.

·        <span style="mso-fareast-font-family: Calibri; color: black; mso-ansi-language: PT-BR;">Social inclusion and protection of collective territories: Prioritizes the implementation of traceability in the surroundings of Collective Territories, such as indigenous peoples and traditional communities, ensuring the protection of these territories and the inclusion of small producers in the formal market

 

System and Operation

·        Sistema Sigeagro 2.0: agricultural management platform integrating the SRBIPA (Individual Bovine Traceability System of Pará), in addition to other health and inspection programs. It has been updated to ensure security and efficiency of sensitive data.
